ROLE PURPOSE
The Senior Technical Advisor- Lead & Decide provides conceptual/technical and strategic direction for programme design, ensures program quality and leads external engagement and influencing in this field.
S/he/they brings specific technical expertise in Sexual and Reproductive Health Rights and Youth Activism, leading and ensuring achievement of identified outcomes and impact while driving and including evidenced-based innovative solutions. S/he/they is responsible for initiating and leading program reviews, as well as ensuring that any relevant lessons learnt are integrated so as to facilitate continuous improvements in effective program and influencing.
S/he/they is responsible for the quality of program delivery and the achievement of agreed outcomes in close collaboration with the Department for Programme, Partnership and Impact. S/he/they works in an integrated manner with other teams based in different regions of Nepal including Kathmandu Office ensuring Plan International Nepal’s programs maximise positive impact for children, adolescents and youth. S/he/they is responsible to achieve a rights-based, gender transformative and inclusive program focusing on national level influencing while supporting provincial, district and municipal level influencing through Plan International’s field offices.
Finally, s/he/they is responsible for strengthening positive and trustworthy relationships and partnerships with a broad range of external stakeholders that have the potential to add value to our work and create positive disruptions to existing approaches.

Responsibility area 1: Design and Develop Program Strategy/Framework
- As per the SWC requirements, design and provide technical inputs for the formulation of Project Agreement aligning with the 16th Plan of Government of Nepal and AOGD requirements.
- Define Gender Transformative ectoral program strategy drawing on evidence and emerging practices in Nepal, globally and from within Plan International.
- Lead the process of writing the program sector strategy working with program team along with partner staff and ensure alignment with the global strategy and programs.
- Incorporate innovation and new ways of creating positive change for children and young people through program and influencing.
- Ensure that the Sexual and Reproductive Health Rights (SRHR) and Girls Agency (GA) program is gender transformative and incorporates the cross-cutting elements identified by Plan International Nepal.
- Ensure that the Sexual and Reproductive Health Rights (SRHR) and youth program builds on and generates evidence to inform Plan’s influencing agenda.
Responsibility area 2: Technical Support and Leadership
- Responsible for the implementation and outcomes across all of Plan International’s work in Sexual and Reproductive Health Rights and youth.
- Responsible for quality driven programme through adherence to Plan International Nepal’s Project Management protocols primarily on ideation and design including Quality Benchmark Standards, Technical Activity Guidelines.
- Initiating and leading project delivery processes and practices (e.g. kick off meetings, drafting of project outlines, regular project reviews, interim and end of project evaluation).
- Conducting adequate and frequent reporting to track all project status and the associated timely implementation of corrective measures ensuring they meet all contractual program obligations (i.e. milestone dates and associated deliverables).
- Collaborate with MERL unto to lead program reviews and reflections to enhance organisational efficiency and effectiveness.
- Comply and ensure compliance with policies and procedures of the Plan International Nepal as well as the relevant applicable specifications and standards while designing programs and implementing projects.
- Provide technical support to Plan International Nepal staff and partners as required.
Responsibility area 3: Resource Mobilisation
- Proactively seek out opportunities for funding, investigating and developing innovative and creative new relationships in Sexual and Reproductive Health Right (SRHR) and Youth.
- Work in collaboration with the Business Development Team and National Organisations on proposal design and budget allocation:
- Responsible for all new project designs in that sector developing proposals ensuring compliance with required quality and standards of donors and regularly reviewing donors report and progress and improve quality.
Responsibility: Working in Partnerships
- Collaborate with the Programme Partnership and Impact team, Regional Offices and strategic partners to achieve the Country Strategy Objectives.
- Review for timely delivery of project activities as per project log frame, theory of change and detailed implementation plan and share to facilitate result driven programme.
- Critically evaluate partner’s capacity in terms of technical skills for project delivery; and
- Responsible for the design of a training plan to enhance the Partner’s capacity and monitor it regularly in coordination with Field Implementation and Partnership Manager.
Advocacy & Influencing
- Provide leadership to develop priority national campaigns ensuring harmonization with global priority campaigns in collaboration with the Director of Influencing, Campaigns and Communications.
- Lead sectoral networking and representation and build relationships and alliances with relevant networks, government bodies, federations and other agencies.
- Lead evidence-based lobby and advocacy within the sectoral program and work closely with the Director of Influencing, Campaigns and Communications in planning and delivering campaigning and advocacy work and ensure that programme plans include influencing objectives.
- Coordinate the production of briefing papers, policy position and public communication materials.
Team Management and Development
- Provide leadership and adequate timely support to the team at Kathmandu office and two regional offices based in Dhanusha and Surkhet.
- Establish a performance driven culture by:
- defining the team’s performance annual objectives.
- effectively reviewing and monitoring the team performance on regular intervals and feedback using Plan International’s performance management system and other tools.
- Contribute to drafting Job Description’s for any new position/review changes in job profile and support in recruitment process.
Ensures that Plan International’s global policies for Safeguarding Children and Program Participants and Gender Equality and Inclusion (DEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.Â
TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Education Qualification and Experience
- Master’s Degree in Youth Empowerment, Employment, Livelihoods, Gender, Development Studies preferred or any other relevant field with minimum 7 years of experience working in a senior position leading, advising or managing relevant program portfolio.
- Demonstrated experience in relevant program management including program design, implementation and evaluation and resource management.
- In depth practical knowledge of inter disciplinary development issues affecting children, women and families.
- Demonstrated experience in successfully using key influencing strategies such as advocacy, lobbying, movement building, or policy development.
- Experienced in carrying out power, policy and political analysis to inform strategies and project.
Skills
- Demonstrated analytical, strategic thinking and negotiating skills.
- Strong communication, coordination and negotiation skills.
- Demonstrated ability to build positive and trustworthy relations for influencing.
- Experience in managing time and resource constraints.
- Ability to communicate effectively orally and in writing in English and Nepali in order to communicate complex and technical information to technical and general audiences.

Knowledge
- Advanced knowledge and experience of International and National Girls Agency and Youth Empowerment program, project and policies.
- Advanced knowledge and experience of International and National Sexual Health and Reproductive Health program, project and policies.
- In depth practical knowledge of inter disciplinary development issues affecting children, women and gender justice.
- Demonstrated experience in successfully using key influencing strategies such as advocacy, lobbying, movement building, or policy development.
- Advanced understanding of the development and NGO sector.
- Essential Experience of working with coalitions and networks required.
